Depuis 2003, le gouvernement soudanais se livre au massacre de civils. Le prétexte? Une maigre rébellion qui demandait que les ethnies noires africaines ne soient plus exclues du partage des richesses nationales.

Since 2003, the government of Sudan has been slaughtering civilians in Darfur. On which pretext ? The start of a feeble rebellion of Black African ethnic groups asking for a fair sharing of the national wealth.

Le président du Soudan se nomme Omar El Béchir. Depuis deux ans, il est placé sous mandat d’arrêt par la Cour Pénale Internationale pour crimes de guerre, crimes contre l’humanité et génocide commis sous ses ordres au Darfour.

Omar Al Bashir is the President of  Sudan. An international warrant of arrest was issued against him by the International Criminal Court 2 years ago, for war crimes, crimes against humanity and genocide, perpetrated in Darfur under his command.

Pourtant à ce jour, il est toujours libre. Honteusement libre.

Yet, to this day, he is still free. Shamefully free.

Et il martyrise maintenant les populations civiles d’autres régions du Soudan: Abyei, le Sud-Kordofan et le Nil Bleu.

La Pétition

A l'attention de M. Ban Ki-moon, Secrétaire général de l’ONU et des chefs d’Etat des pays membres du Conseil de sécurité.

Mesdames, Messieurs.

Vous n'avez pas oublié ce que le procureur de la Cour Pénale Internationale a déclaré devant vos représentants au Conseil de sécurité le 15 décembre 2011:
« Omar El Béchir a publiquement ordonné à ses forces de ne pas faire de ‘prisonniers’ et de mettre en œuvre une politique de ‘la terre brûlée’. Les intentions génocidaires du président El Béchir étaient claires quand il a privé d'assistance des groupes entiers alors qu’ils étaient expulsés de leurs maisons vers des régions inhospitalières. Ils étaient condamnés à mourir dans le désert. »
Vous n'avez pas oublié que le président soudanais Omar El Béchir fait l’objet d’un mandat d’arrêt international pour crimes de guerre, crimes contre l’humanité (meurtres, exterminations, transferts forcés, tortures, viols) et génocide (génocide par meurtre, par atteinte à l’intégrité physique ou mentale et par soumission intentionnelle de chaque groupe ciblé à des conditions d’existence devant entraîner sa destruction physique) commis sous ses ordres au Darfour. Or non seulement il n’a pas été arrêté, mais désormais il sème la violence dans d'autres régions de son pays : Abyei, Sud-Kordofan, Nil Bleu.
Les populations payent pour l’impunité dont jouit l’homme fort de Khartoum. Il est plus que temps maintenant de stopper Béchir ! Il en va de votre responsabilité.
C’est pourquoi nous soussignés vous demandons de multiplier vos efforts afin que ce fugitif soit diplomatiquement isolé, qu'il ne puisse plus voyager et participer à la moindre réunion internationale. Sa place est devant les juges qui l'attendent depuis trois ans. Agissons pour son arrestation !

The Heads of Security Council member states.

Ladies, Gentlemen,

You have not forgotten the words spoken on December 15 2011, in front of your representatives at the UN Security Council, by the International Criminal Court Prosecutor:
He said that his office "identified the responsibility of President Omar al Bashir who publicly directed his armed forces 'to take no prisoners, nor wounded' but to leave behind only 'scorched earth'. President Bashir's genocidal intentions were clear when he deprived of aid entire human groups who were forced out of their homes into inhospitable areas. They were doomed to die in the desert. And again, after United Nations and others set up the world’s largest humanitarian operation, by ordering a different type of attack on those in the aid camps through hunger and rape".
You have not forgotten that President of Sudan Omar al Bashir is subject to an international arrest warrant for war crimes, crimes against humanity (murders, extermination, forced transfer, torture, rape) and genocide (through murder, attack of physical and mental integrity and willful exposure committed under his command in Darfur of each targeted group to living conditions bound to induce its physical destruction).
Yet, not only has he not been arrested but he now spreads similar violence in other regions of Sudan : Abyei, South Kordofan and Blue Nile.
The price of the impunity enjoyed by Khartoum’s strong man is paid by populations.
It is now more than time to stop Bashir ! It is your responsibility to do it.
That is why we, the undersigned, urge you to increase your efforts drastically, so as to ensure total diplomatic isolation of this fugitive, prevent him from traveling anywhere and from participating to any international meeting. He must face the judges who have been awaiting him for three years. Do act fast to bring about his arrest !
